The Middle St. Watershed Management Organization is a special purpose local unit of government, formed by a joint-powers agreement between its ten member communities – Stillwater, Oak Park Heights, Bayport, Baytown Township, West Lakeland Township, Lakeland, Lakeland Shores, Lake St. Croix Beach, St. Mary’s Point, and Afton. The MSCWMO jointly and cooperatively manages water resources such as lakes, streams, and wetlands to water quality. A few of the best-known MSCWMO projects and programs include:

  • Successfully improving water quality in Lake McKusick and Lily Lake so that both lakes could be removed from the State of Minnesota’s impaired waters list

  • Stabilizing the river bluff in Lake St. Croix Beach to help create a beautiful public amenity at Riverfront Park and Beach

  • Helping to support more than 650 water quality improvement projects on private land, such as raingardens, prairie restoration, and streambank stabilization
